Exporting organic to the world
For all organic exports over 10kg or 10l, an Organic Produce Certificate (OPC) is required, irrespective of whether the importing country requires an OPC or not.
Under the Export Control Act 1982 and the Export Control Orders 1997, it is prohibited to export organic produce unless an Organic Produce Certificate has been issued under these orders for the produce. These documents are a requirement of the Australian Government and require authorisation from certification bodies such as Australian Certified Organic.
The primary objective of the Export Organic Program is to ensure that organic and bio-dynamic produce exported from Australia meets the requirements of importing countries and that international market access is maintained.
Requirements vary depending on the level of recognition between trading countries of certification and product origin. There are differing requirements for those based within Australia, which fall within the provisions of the Department of Agriculture, Fisheries and Forestry (DAFF), as to those based outside Australia.
In addition, there are specific requirements for the export of products to Japan, Canada, Korea and the US, where stand-alone national organic programs are administered. Additional requirements apply for EU shipments.
Exporters of organic product, whether bulk or processed, must ensure the product is certified by DAFF-accredited certification organisations and meets the requirements of the DAFF Guidelines for the Issue of Organic Produce Certificates.
There are three types of OPCs that can be issued by Australian Certified Organic for Australian made products or products which meet the 'made in Australia' requirement:
- EU Countries (EX11300)
- Other Non-EU Countries (EX1399)
And three types of Transaction Certificates for imported products:
- Transaction Certificate (All other countries)
- Korean Transaction Certificate
- EU Transaction Certificate
All OPCs must be completed and submitted for approval prior to the shipment departing Australia.
